Federal Programs

Title I Basic Skills Improvement Program; Title II-A Recruiting and Training Highly Qualified Teachers and Administrators; Title III English as a Second Language, Spanish Bilingual Program; ESEA

The Federal Programs Department is responsible for handling all aspects of the 1965 Elementary and Secondary Education Act (ESEA), whose original intent was to provide supplemental educational services to students in low income schools and/or districts. These services were, and still are provided for students under the auspices of Title I. ESEA transitioned to No Child Left Behind (NCLB) in 2001 with the same intent. ESEA will transition to the Every Student Succeeds Act (ESSA) for school year 2017-2018. The Department is responsible for all program and fiscal documentation of Title I expenditures.

Title II-A provides for preparing, training, and recruiting high quality teachers and principals and was signed into law in 2001 as part of No Child Left Behind. The Department is responsible for all program and fiscal documentation of Title II-A expenditures.

Providing English as a Second Language and Bilingual Education to limited English proficient students became mandated nationwide as a result of the 1974 U.S. Supreme Court decision of Lou v. Nichols. Once NCLB was signed into law in 2001, ESL and Bilingual education was subsumed within NCLB and newly identified as Title III. The Department is responsible for all program and fiscal documentation of Title III expenditures.

The Federal Programs Department is responsible for applying for the NCLB Entitlement Grant Application funds, developing all programs and budgets that fund these initiatives within the parameters of allowable use under ESEA, maintaining all fiscal records pertaining to the expenditure of these funds, and maintaining all documents to support the expenditures for the programmatic aspects of the grant.

The Department is also responsible for overseeing, observing, and evaluating the teachers working in the regular-day Title I Basic Skills Program, the ESL and Bilingual teachers working in those programs, and for all staff who work in extended day, extended year, and adult programs in Title I and Title III, both fiscally, programmatically, and for maintaining all appropriate documentation.

The Federal Programs Department’s responsibility is to assure that our district is in compliance with all aspects of ESEA.
